Cruise Missile

A small pilotless aircraft carrying a warhead, which turned precision bombing into something a government could order without risking a single crew.

A cruise missile is not a rocket in the way an ICBM is a rocket. It is a small unmanned airplane: wings, a jet engine, a guidance computer, and a warhead where the cockpit would be. It flies inside the atmosphere for its whole journey, usually below the speed of sound and often a hundred meters or less above the ground, following the terrain. That profile is the point. It arrives under radar horizons, from an unexpected direction, without a pilot to lose.

From the V-1 to the Tomahawk

The ancestor is the German V-1 of 1944, a pulse-jet flying bomb aimed by a gyroscope and a distance counter, accurate to a city. Everything since is the same idea with a brain.

The brain took thirty years. The American Tomahawk, in service from 1983, navigated by TERCOM: it carried a digital map of the ground elevations along its route, read the terrain beneath it with a radar altimeter, and corrected itself by matching one to the other. A second system compared optical images of the target area to stored photographs in the final seconds. Later versions added GPS, and current Tomahawks have ranges around 1,600 kilometers and can be retargeted in flight or loiter while someone decides.

The world found out what this meant on 17 January 1991, when the opening night of the Gulf War was carried live and cruise missiles flew down Baghdad streets on camera. Some 288 Tomahawks were fired during that campaign. The image of a weapon turning a corner rewrote public expectations of what war looks like.

Why governments love them

The attraction is political more than military. A cruise missile strike puts no aircrew over hostile territory, which removes the two things that end political support fastest: casualties and captured pilots. It can be launched from a ship or submarine hundreds of miles offshore, requiring no bases and no overflight permissions from nervous allies. And it is scalable downward, so a state can do something visible and violent without doing very much, which is why the phrase limited strike entered the vocabulary in the 1990s.

That convenience has a cost that shows up over decades. Lowering the threshold for using force means force gets used more often, in smaller increments, with less debate and usually with less strategy attached.

Arms control and the awkward gap

The INF Treaty of 1987 banned ground-launched missiles, ballistic and cruise alike, with ranges between 500 and 5,500 kilometers. It did not touch sea-launched or air-launched weapons, which is precisely why the American Gryphon was destroyed and the Tomahawk was not. Arms control tends to constrain the category that is easiest to count, not the one that is most useful.

The echo

The 2020s have made cruise missiles a mass-consumption item. Russia has fired thousands of Kalibr and Kh-101 rounds at Ukrainian cities and power stations; Ukraine has used Storm Shadow and its own designs against Russian bases and the Black Sea Fleet; Iran and its partners have fielded them across the Middle East, where the Houthis used them against shipping in the Red Sea; and cheap one-way attack drones now occupy the low end of the same mission.

That has exposed an ugly arithmetic. A modern interceptor can cost several times more than the thing it destroys, and the attacker can build faster than the defender can stockpile. The strategic story of the cruise missile started as precision for the strong. It is ending as volume for everyone, and the defense side of the ledger has not yet found an answer.
