Dreadnought

The 1906 British battleship that made every other warship afloat obsolete, including Britain's own, and set off the naval race to 1914.

HMS Dreadnought was laid down at Portsmouth in October 1905 and was running her trials a year and a day later, a construction speed meant as a statement in itself. She carried ten twelve-inch guns in five twin turrets, where the battleships of the day carried four big guns plus a clutter of smaller ones, and she was driven by steam turbines that gave her twenty-one knots, faster than anything in her weight class. That combination, all big guns and high speed, meant she could hit an enemy from beyond the range at which he could hit back, and outrun anything she could not outshoot. Every capital ship in every navy in the world became second-rate on the day she commissioned, and the word dreadnought stopped being a ship's name and became a category.

Fisher's gamble

The driving force was Admiral John Fisher, First Sea Lord from 1904, a reformer who scrapped scores of obsolete cruisers and gunboats and concentrated the Royal Navy in home waters against Germany. The technical logic of the all-big-gun ship was sound and widely understood: naval gunnery ranges had lengthened to the point where mixed batteries were a liability, because shell splashes of different sizes made spotting impossible. Japan and the United States were working toward similar designs.

The strategic logic was more of a gamble, and contemporaries said so. Britain's advantage in 1905 was numerical, roughly fifty modern battleships against Germany's twenty-odd. Dreadnought devalued that entire fleet, Britain's included, and restarted the count from one all. Germany, which could not have caught up ship for ship in the old category, now only had to match new construction. It also had to widen the Kiel Canal to move the new hulls between the Baltic and the North Sea, work finished in the summer of 1914.

The race

What followed was the first modern arms race conducted in public, with a scoreboard the newspapers could print. Admiral Tirpitz, with Kaiser Wilhelm II's enthusiastic backing, built a German battle fleet on the theory that it did not need to beat the Royal Navy, only to be strong enough that Britain would not risk a fight, and would therefore have to buy German goodwill. It produced the opposite result: Britain matched every German program, and the fleet Tirpitz built to gain diplomatic leverage pushed Britain into closer alignment with France and Russia.

In 1909, after a scare over German building rates, the British public demanded six new ships, the Admiralty asked for six, the Cabinet offered four, and the slogan of the campaign was we want eight and we won't wait. They got eight. Guns grew from twelve inches to 13.5 and then fifteen, and the bigger ships were called super-dreadnoughts.

For all that, the fleets barely fought. The Grand Fleet and the High Seas Fleet met once, at Jutland on May 31, 1916. The Germans sank more tonnage and went home; the British kept the North Sea and the blockade that eventually starved Germany. The war at sea was decided by that blockade and by submarines, not by lines of battleships. Dreadnought herself missed Jutland, in dock for a refit, and her only kill was a German submarine she rammed in 1915.

The lesson underneath

The dreadnought is the standing example of an innovation that damages the leader most. Britain held a commanding position in an old technology and chose to obsolete it, on the reasoning that if it did not, someone else would. That reasoning was probably right and still cost Britain its cushion. Every subsequent debate about a technical leap that resets a strategic balance, from the hydrogen bomb to precision missiles to the current race in artificial intelligence, is a version of the argument Fisher's critics were having with him in 1905.
