Since 2025 it has abstained on every resolution about Russia's war in Ukraine, after voting yes on the main ones in 2022 and 2023.

Does Brazil vote with China or the US at the UN?

Brazil votes with the developing-country majority, not as part of a bloc with China or the United States. In 2025 it agreed with China on 93% of recorded votes and with Russia on 81%. Those figures are close to the averages of all members (87% for China, 78% for Russia). They reflect how the Group of 77 (G77) votes. The G77 is a coalition of developing countries that usually votes together at the UN. Brazil's Constitution lists non-intervention and self-determination among its foreign policy principles. In March 2023 Foreign Minister Mauro Vieira said Brazil has "no automatic alignment with either side," meaning the United States or China.

The 2025 drop in agreement with the United States came mostly from the United States changing. The United States voted no on 174 of 192 recorded votes. On 43 of those votes the United States was the only country to vote no, and Brazil voted yes on all 43.

How did Brazil's votes change under Bolsonaro and Lula?

Under Jair Bolsonaro (2019 to 2022), Brazil moved closer to the United States. On November 7, 2019, Brazil voted no on the Cuba embargo resolution for the first time, alongside only the United States and Israel. It abstained on the same resolution in 2021 and 2022 and has voted yes since 2023. In 2020 Brazil co-sponsored the Geneva Consensus Declaration, an anti-abortion statement co-led by the United States and signed outside the UN. Brazil announced its withdrawal on January 17, 2023. Brazil's agreement with the United States reached 49% in 2022, its highest since 1991.

Luiz Inácio Lula da Silva took office on January 1, 2023. Brazil returned to the developing-country majority under Lula. Brazil's presidential runoff is on October 25, 2026. Flávio Bolsonaro, the former president's son, led the first round on October 4 with 47.03% against Lula's 45.16%. Whoever wins takes office on January 5, 2027. A change of government could shift Brazil's votes again.

Why does Brazil abstain on Ukraine?

Brazil says only negotiations can end the war in Ukraine. Since 2025 it has abstained on resolutions it sees as taking sides. Brazil voted yes on the March 2022 resolution condemning Russia's invasion. Ronaldo Costa Filho, then Brazil's ambassador to the UN, said the text "cannot be seen as permissive towards the indiscriminate application of sanctions and the deployment of arms." Brazil voted yes again in February 2023, then abstained on the February 2025 resolution, on the December 2025 resolution on Ukrainian children and on the February 2026 resolution.

In May 2024 Brazil and China issued six "common understandings" on Ukraine, saying "dialogue and negotiation are the only viable solution to the Ukraine crisis."
