UN General Assembly

How countries vote at the UN

Most UN resolutions pass without a vote. When a country asks for one, every member's choice goes on the record. In 2025 the United States voted no on 174 of the General Assembly's 192 recorded votes, so the average country agreed with it on only 14% of them, down from 46% in 2024.

Why did so many countries stop voting with the US in 2025?

Because the United States changed, not the rest of the world. In 2025 it voted no on 174 of the General Assembly's 192 recorded votes. In 2024 it had voted no on 51 of 95.

Many of the extra votes were on texts that used to pass without one. On 43 of them the United States was the only country to vote no, including resolutions creating an International Day of Hope and a World Horse Day. The Trump administration says it rejects the UN's 2030 development agenda, which many of these texts mention.

Only Israel, on 85% of votes, and Argentina, on 73%, still voted with the United States most of the time.

Questions about UN votes

Are UN General Assembly votes binding?

No. General Assembly resolutions are recommendations. Only the Security Council can pass resolutions that bind member states, and any of its five permanent members can veto them. The UN budget is the exception: members must pay the share the Assembly votes for them.

Why do so few resolutions go to a vote?

Most are adopted by consensus: the President of the Assembly asks whether anyone objects, and no one does. A recorded vote happens only when a country asks for one, usually because it opposes the text. In 2024 the Assembly adopted 247 resolutions without a vote and 95 by recorded vote. In 2025 recorded votes doubled, to 192.

Which countries vote with the United States the most?

Israel, by far. In 2025 it voted the same way as the United States on 85% of recorded votes, followed by Argentina on 73% and Nauru on 41%.

What does it mean to abstain?

An abstaining country takes part in the vote but takes no side. Countries abstain when they agree with only part of a text, or when voting either way would upset a partner. India has abstained on every main General Assembly vote on Ukraine since 2022.

Can a country lose its vote?

Yes. Under Article 19 of the UN Charter, a member that owes two full years of dues loses its vote in the General Assembly. The Assembly can restore it if it decides the country could not pay for reasons beyond its control.

How is "voting with the US" measured?

We count the recorded votes both countries took part in. Voting the same way counts as agreement and yes against no as disagreement. An abstention against a yes or a no counts as half. Absences are left out.
