How India votes at the UN
India votes with the developing world, not with any great power. In 2025 it agreed with Pakistan on 94% of recorded General Assembly votes, with China on 93%, with Russia on 84% and with the United States on 12%. When a vote pits Russia against the West, India abstains.

Does India vote more with the US or with Russia?
With Russia, by a wide margin. In 2025 India agreed with Russia on 84% of recorded votes and with the United States on 12%.
The 2025 gap is partly the United States' doing: it voted no on 174 of the year's 192 votes, many of them texts India supported. Even in 2024, India sided with Russia on 68% of votes and with the US on 40%. That was still the closest India had come to Washington since the Cold War ended.
Why does India abstain so often?
India calls its foreign policy strategic autonomy. It buys weapons from Russia and the West, trades with both, and will not choose between them. Russia supplied 40% of India's arms imports in 2021-25.
At the UN this shows up as abstentions. India abstained on 26 of the 192 recorded votes in 2025, and on every main General Assembly vote on Ukraine since the invasion, including the February 2025 resolution that the United States voted against.
On the Middle East India sits closer to the majority. It abstained on the June 2025 call for a ceasefire in Gaza, but voted for the September 2025 declaration backing a Palestinian state.
