How countries voted on Russia's invasion of Ukraine at the UN in March 2022

On March 2, 2022, a week after Russia invaded Ukraine, the General Assembly deplored Russia's aggression and demanded that it withdraw all its forces, by 141 votes to 5 with 35 abstentions. The vote came at an emergency special session, a meeting the Assembly can hold when a veto blocks the Security Council. It was the first new one since 1997. Only Belarus, Eritrea, North Korea and Syria voted no alongside Russia, while China, India and South Africa abstained.

How did the big powers vote?

How did the vote come about?

Russia invaded Ukraine on February 24, 2022. The next day, Russia vetoed a Security Council draft on the invasion. Eleven members voted in favor, with China, India and the United Arab Emirates abstaining. On February 27, the Council adopted resolution 2623, a procedural vote that cannot be vetoed, to call an emergency special session of the General Assembly under the 1950 "Uniting for Peace" procedure. It was the first new emergency special session since 1997.

More than 100 speakers took part over three days. On February 28, Ukraine's ambassador Sergiy Kyslytsya read from the phone of a dead Russian soldier: "Mum, I am in Ukraine. There is a real war here. I am scared." By March 2, about 875,000 people had fled Ukraine according to UNHCR, passing one million the next day.

Why did China, India and South Africa abstain?

China's ambassador Zhang Jun said the resolution "does not take into full consideration the history and complexity of the current crisis" and did not highlight "the principle of indivisible security." He said China "had no choice but to abstain." Less than a month earlier, on February 4, Xi Jinping and Vladimir Putin had declared a partnership with "no limits."

India's ambassador T.S. Tirumurti said an Indian national had been killed in Kharkiv the day before. He asked for safe passage for Indian students stranded in Ukraine and said "differences can be resolved only through dialogue and diplomacy." Analysts also pointed to India's reliance on Russian weapons amid its border standoff with China.

South Africa's ambassador Mathu Joyini said the resolution "does not create an environment conducive to diplomacy, dialogue and mediation." Pakistan also abstained. Its ambassador, Munir Akram, called the war "a failure of diplomacy" and raised the safety of Pakistani students. Imran Khan, then Pakistan's prime minister, had arrived in Moscow on the night of February 23 and met Vladimir Putin the day Russia invaded.

What did Russia and Ukraine say?

Russia's ambassador Vassily Nebenzia said the resolution "will not help to end the military operations" and "could embolden Kyiv's radicals and nationalists." He said "we are not firing on civilian facilities or civilians." On February 28 he had said "The occupation of Ukraine is not part of our plans."

On February 28, Ukraine's ambassador Sergiy Kyslytsya said "If Ukraine does not survive, the United Nations will not survive." When the result was announced on March 2, ambassadors began applauding and stood. Yes votes rose to 143 in October 2022, then fell to 93 on a February 2025 resolution, when the United States voted no alongside Russia. They recovered to 107 in February 2026, a vote not shown on the chart above. As of October 2026, there is no general ceasefire. On October 9 the United States hosted talks with Ukrainian and European officials, which Russia did not join.

How did each region vote?

Europe and Oceania voted yes almost as one, with 43 of 47 European members and all 14 Oceanian members voting in favor. Africa and Asia were more divided, with 17 African abstentions out of 54 members and 11 Asian abstentions out of 29.

What did the resolution say?

  • It reaffirms Ukraine's sovereignty and territorial integrity "within its internationally recognized borders, extending to its territorial waters."
  • It "deplores in the strongest terms the aggression by the Russian Federation against Ukraine in violation of Article 2 (4) of the Charter." The resolution uses the word "deplores," not "condemns," for the aggression itself.
  • It demands that Russia "immediately cease its use of force" and "immediately, completely and unconditionally withdraw all of its military forces."
  • It demands that Russia reverse its February 21 decision recognizing parts of the Donetsk and Luhansk regions as independent.
  • It "deplores the involvement of Belarus in this unlawful use of force."
  • It demands that all parties allow safe passage and humanitarian access. Its preamble condemns Russia's decision to increase the readiness of its nuclear forces.
