How did US voting at the UN change in 2025?
Voting changed sharply after President Trump took office on January 20, 2025. The United States often voted no before that: 51 of 95 recorded votes in 2024, 47 of 81 in 2016. The State Department says the United States "never voted in full isolation" in 2024. In 2025 it voted alone 43 times.
Agreement with the United Kingdom fell from 77% in 2024 to 28%, the lowest since these figures begin in 1991. No other member agreed less with the United Kingdom (the United States ranked 190th of 190, against an average of 79%). Agreement with Russia dropped to 19% and with China to 10%, also the lowest since 1991. On the State Department's own, different measure of how often all members voted with the United States, the low was about 15% in 1988. Recorded votes rose from 95 in 2024 to 192 in 2025. PassBlue reported that the United States asked for recorded votes on texts that used to pass without one. On Israel, Palestine and Cuba, the United States' votes did not change. The number of countries voting no on the Cuba text rose from 2 in 2024 to 7 in 2025 after lobbying by the United States.
How did the United States vote on Ukraine?
On February 24, 2025, the United States voted against Ukraine's resolution ES-11/7 (93 in favor, 18 against, 65 abstentions). The resolution called for peace in line with the UN Charter and Ukraine's territorial integrity. Russia also voted no. Dorothy Shea, acting head of the US Mission, said earlier resolutions "have failed to stop the war" and that "what we need is a resolution marking the commitment from all U.N. member states to bring a durable end to the war." The United States offered its own text, "The path to peace," calling for an end to the war without naming Russia. European amendments added language on Russia's full-scale invasion and Ukraine's territorial integrity (60-18-81). The United States abstained on its amended text (ES-11/8). The unamended version passed the Security Council that day as resolution 2774. In December 2025 the United States voted yes on the return of Ukrainian children (ES-11/9). In February 2026 it abstained on ES-11/10 after a US amendment to remove sovereignty and territorial-integrity clauses failed 11-69-62. Deputy Ambassador Tammy Bruce said the text "includes language that is likely to distract from ongoing negotiations."
Why does the US vote no so often at the UN?
The Trump administration rejects many General Assembly texts that reaffirm the 2030 Agenda for Sustainable Development (the UN's development targets for 2030), along with climate texts and texts containing what it calls "gender" ideology. All UN members, including the United States, adopted the 2030 Agenda without a vote on September 25, 2015. On March 4, 2025, Edward Heartney, minister-counselor at the US Mission, said the United States "rejects and denounces the 2030 Agenda for Sustainable Development and the Sustainable Development Goals," which "advance a program of soft global governance that is inconsistent with U.S. sovereignty." He said the International Day of Hope "contributes to the unnecessary proliferation of multiple international days."
The votes come with broader withdrawals. An executive order of February 4, 2025 ended participation in the Human Rights Council and funding for UNRWA, the UN agency for Palestinian refugees. The order says the council "has protected human rights abusers." It says UNRWA "has reportedly been infiltrated" by members of groups the United States designates as terrorist. The United States left the WHO on January 22, 2026. It will leave UNESCO on December 31, 2026. A January 7, 2026 memorandum ordered withdrawal from 66 organizations, 31 of them UN entities. The United States owes the UN about $5 billion and plans to pay $850 million, AP reported in August 2026. The UN cut its 2026 regular budget by about 7%. Ambassador Mike Waltz, in post since September 2025, calls it "the first real budget cut in UN history" and says the UN should "do less, better."

Why do Israel and Argentina vote with the United States?
Very few countries vote with the United States. Israel agreed with the United States on 85% of recorded votes in 2025, the highest of any member. Absences are left out, so votes Israel skipped do not count against this figure. Israel did not vote on 30 of the 43 texts where the United States voted alone (Orbis count from the UN data). Israel has not publicly explained these absences. The two do not always vote alike: in February 2026 Israel voted yes on a Ukraine resolution while the United States abstained, and Israel's ambassador, Danny Danon, said the two countries "each have their own calculations." Argentina agreed on 73%. Under President Javier Milei, Argentina has what the rights group CELS calls "unrestricted alignment" with US foreign policy. In 2025 Argentina voted no on the Cuba embargo text for the first time. Nauru, at 41%, was third.
The State Department publishes its own figures using a different method. They are not comparable with the numbers on this page.
