Eighteen countries voted no. Eight of them are in Africa, including the three Sahel states run by military governments: Mali, Burkina Faso and Niger.

How did the big powers vote?

Why did the United States vote with Russia?

The vote came five weeks after Donald Trump returned to the White House, as his administration opened direct talks with Russia to end the war. The United States had voted for every earlier Assembly resolution on the invasion.

This time it asked countries to back a shorter text of its own, which called for a swift end to the conflict but did not name Russia as the aggressor. European countries amended the US text to add that language, and the United States then abstained on its own amended draft.

The same day, the Security Council adopted the original US text, unamended, as Resolution 2774.

What did the resolution say?

  • It noted that Russia's full-scale invasion of Ukraine had gone on for three years, with devastating effects far beyond Ukraine.
  • It reaffirmed Ukraine's sovereignty and territorial integrity within its internationally recognized borders, including its territorial waters.
  • It called for de-escalation, an early end to the fighting and a peaceful settlement, and said the war needed to end that year.
  • It repeated the Assembly's demand that Russia withdraw all its forces from Ukraine.
  • It said North Korean troops fighting alongside Russia raised serious concerns about escalation, and called for a full exchange of prisoners and the return of deported civilians, including children.
