Why doesn't Mexico vote with the US at the UN?
Mexico's agreement with the United States fell from 41% in 2024 to 8% in 2025, and the change came mostly from the United States side. In 2025 the United States voted no on 174 of 192 recorded votes. Mexico's own voting pattern did not change: it voted yes on almost every recorded vote in both years. Mexico's Constitution (Article 89) lists self-determination, non-intervention and the peaceful settlement of disputes as principles of its foreign policy. When proposing a constitutional reform to protect national sovereignty in February 2025, President Claudia Sheinbaum said: "Con México es colaboración y cooperación nunca subordinación" ("With Mexico it is collaboration and cooperation, never subordination").
Mexico is not a member of the Group of 77 (G77), the UN's main coalition of developing countries. It left when it joined the OECD in 1994. In 2025 its high agreement with China (91%) and India (90%) came from all three voting with the large majority on development, disarmament and Palestine texts, not a political alignment with either country.
How does Mexico vote on Ukraine and Cuba?
Mexico votes with Ukraine on resolutions condemning Russia's aggression, but it abstained when the Assembly voted to suspend Russia from the Human Rights Council. It voted yes on March 2, 2022, again in February 2025 and again in February 2026. On April 7, 2022 it abstained on suspending Russia from the Human Rights Council. Then-President Andrés Manuel López Obrador said Mexico would neither vote for Russia's expulsion nor against it. Juan Ramón de la Fuente, then Mexico's UN ambassador, told the Assembly: "Excluir, suspender, no es la solución" ("Excluding, suspending, is not the solution").
In September 2025 Juan Ramón de la Fuente, then foreign secretary, told the General Assembly: "The wars in Gaza, in Ukraine, and everywhere else must stop now." Mexico also voted yes on "The path to peace", a United States text that the Assembly amended to add language on Russia's full-scale invasion, after which the United States abstained (February 2025). On Cuba, Mexico consistently votes yes on the yearly resolution calling for an end to the United States embargo on Cuba. President Sheinbaum announced on February 9, 2026 that oil shipments to Cuba were suspended after the United States threatened tariffs on countries supplying Cuba with oil.
