Does the Philippines vote with the US at the UN?
The Philippines has been a US treaty ally since the Mutual Defense Treaty of August 30, 1951. Its 1987 Constitution says "The State shall pursue an independent foreign policy." President Ferdinand Marcos Jr. said in his first State of the Nation Address, in July 2022, that the Philippines "shall continue to be a friend to all, an enemy to none." On the texts that recur every year, it votes with the G77 (the UN's caucus of developing countries) and ASEAN, the Southeast Asian bloc it helped found in 1967. The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. In 1971, the Philippines voted no on Resolution 2758, which gave China's UN seat to the People's Republic of China, because it recognized the Republic of China (Taiwan). It switched recognition on June 9, 1975.
Its dispute with China reaches the Assembly every September. In 2016, an arbitral tribunal ruled for the Philippines in the South China Sea. Foreign Secretary Ma. Theresa Lazaro told the Assembly on September 27, 2025 that Philippine "government vessels and fisherfolk continue to be harassed in our own waters." China's representative replied the same day. The UN press release summary says China "neither accepts or recognizes the arbitration ruling." The Philippines lost the June 3, 2026 election for a Security Council seat to Kyrgyzstan, 142-49 in the fourth round.
How does the Philippines vote on Ukraine and Gaza?
On March 1, 2022, Enrique Manalo, then the UN ambassador (he returned to the post in September 2025 after three years as foreign secretary), condemned the invasion of Ukraine. The UN press release summary says he condemned "the use of separatism and secession as a weapon of diplomacy." The Philippines voted yes on suspending Russia from the Human Rights Council, where India abstained and China voted no. Foreign Secretary Ma. Theresa Lazaro told the General Assembly on September 27, 2025 that "a just peace is only possible with respect for Ukraine's sovereignty, independence, unity, and territorial integrity."
On October 27, 2023, the Philippines abstained on the Assembly's first text on the Gaza war. Then ambassador Antonio Lagdameo said the resolution "does not mention or condemn the terrorist attack of 7 October by Hamas." He noted that about 30,000 Filipinos lived in Israel and that some were killed in the attack. Less than seven weeks later, on December 12, 2023, it voted yes and co-sponsored the ceasefire resolution. It voted yes on the later Gaza texts shown beside this section. It still abstained in 2025 on the annual resolution on the UN Special Committee that investigates Israeli practices in the occupied territories. In 2024, it moved from voting no to abstaining on the resolution on human rights in Iran, and no public reason for the change has been found.
