How much support does Ukraine have at the UN?
Every resolution on the war that Ukraine backed has passed. The March 2, 2022 resolution, titled "Aggression against Ukraine", passed with 141 in favor, 5 against and 35 abstentions. Russia's ambassador Vassily Nebenzia said the text would not end the fighting. The February 2025 resolution passed 93-18-65 and the February 2026 resolution passed 107-12-51 (UN Digital Library). Ukraine abstained on a rival US text, "The path to peace" (93-8-73). The United States voted no on Ukraine's 2025 resolution. Many African, Asian and Latin American states abstained (PassBlue). South Africa, which abstained on Ukraine's 2025 text, said the draft "does not go far enough" toward negotiations. In 2026 the United States abstained. The Assembly rejected a US amendment to drop the territorial-integrity language, 11 to 69 (Euromaidan Press).
Sergiy Kyslytsya, then Ukraine's UN ambassador, said on February 28, 2022: "If Ukraine does not survive, international peace will not survive."
At the December 2025 vote on the return of Ukrainian children (91-12-57), Deputy Foreign Minister Mariana Betsa said the text was "not about politics" but "about humanity" and that "it is unimaginable that someone could view children as war trophies." Ukraine's government says at least 20,000 children were deported and 1,850 returned. Russia's deputy ambassador Maria Zabolotskaya called the text a "particularly cynical lie." Russia says children were moved from combat zones for their protection.

Why did Ukraine vote with the US less often in 2025?
Ukraine votes with the European Union. It is a candidate for EU membership. The European Commission's 2025 report puts Ukraine's alignment with EU foreign-policy positions at 99%. Ukraine's government says this means 79 of 80 declarations. Its agreement with the United Kingdom rose from 88% to 91% in 2025. Ukraine's own votes changed little. On the 43 votes of 2025 where the United States was the only no, Ukraine voted yes 41 times and abstained twice. Its 28% agreement with the United States ranked 7th of 190 (member average 14%).
Ukraine sometimes joins the United States in small minorities. In 2025 it voted no with only Israel and the United States on outer-space transparency (80/44), and with six others on the Cuba embargo (80/4). Ukraine's agreement with Russia rose from 48% in 2024 to 72% in 2025 because 2025 had far more recorded votes (192, up from 95 in 2024), many of them on texts usually adopted without a vote. Most members voted the same way on them. The average member's agreement with Russia rose from 59% in 2024 to 78% in 2025. Ukraine's 72% ranked 160th of 190.
How does Ukraine vote on Gaza, Cuba and Russia's resolution on the glorification of Nazism?
Ukraine abstained on Gaza resolutions in 2023 and 2024. It voted yes on the June 2025 ceasefire resolution and on the New York Declaration, a two-state solution plan, in September 2025. It abstained in December 2025 on two texts about Israel's conduct in the occupied Palestinian territories. Analyst Ihor Semyvolos of Ukraine's National Academy of Sciences says the declaration's "clear wording condemning Hamas's actions" explains the September vote.
In October 2025 Ukraine first voted no on the yearly resolution calling on the United States to end its embargo on Cuba. Foreign Minister Andrii Sybiha said the vote "has serious reasons" and that Ukraine would close its embassy in Havana. Ukraine links this to Cubans recruited to fight in Russia's army. Ukraine votes no each year on the Russian-sponsored resolution on combating the glorification of Nazism (119-51-10 in 2025). Since 2022 the European Union states have also voted no, as the United States has. Ukraine's deputy envoy Khrystyna Hayovyshyn said the text does not genuinely aim to combat Nazism. Russia says the text is needed to fight the glorification of Nazism.
