Does Italy vote with the US at the UN?
Italy votes as a core European Union member. On February 24, 2025, then-ambassador Maurizio Massari told the Assembly that Italy "fully aligns itself with the statement by the European Union." That day Italy voted for the resolution on peace in Ukraine while the United States voted no. Massari said, "We are not at war with Russia, but we defend Ukraine's right to be an independent state." The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. On average, members agreed with the United States on 14% of votes, and Italy's 24% ranked 23rd of 190. Italy voted yes on 42 of the 43 votes where the United States was the only no.
Italy abstains on trade, debt and tax texts where most countries vote yes. Italy voted no on the resolution backing the Treaty on the Prohibition of Nuclear Weapons. Analysts at Italy's Istituto Affari Internazionali point to NATO nuclear sharing, under which United States nuclear bombs are reported to be kept at Italian bases. Italy leads Uniting for Consensus, a group that wants Security Council reform without new permanent seats. In November 2024 then-ambassador Massari said, "We firmly oppose the creation of new permanent members." Italy's ambassador since January 2026 is Giorgio Marrapodi.
How did Italy's votes on Gaza and Palestine change?
Italy abstained on three Gaza and Palestine texts in 2023 and 2024 and has voted yes on the main ones since December 2024. It still abstains on texts about UNRWA, the UN agency for Palestinian refugees. On October 27, 2023, then-ambassador Maurizio Massari said Italy could not support the resolution because of "those three missing elements": a clear condemnation of Hamas, Israel's right to self-defense and the unconditional release of the hostages. Italy also abstained in December 2023. On Palestine's membership bid in May 2024, Massari said, "We have doubts" the resolution would bring a lasting solution. Italy voted yes on the Gaza ceasefire resolution of December 11, 2024. No Italian explanation of the switch has been found. In June 2025, Italy's representative said Italy would have preferred a condemnation of Hamas but voted yes for "an immediate ceasefire." Italy voted yes on, co-sponsored and helped draft the text endorsing the New York Declaration, a plan for a two-state solution.
Prime Minister Giorgia Meloni told the Assembly on September 24, 2025 that "Israel has crossed that line" on proportionality. Italy has not recognized Palestine. In September 2025 Meloni set two conditions for recognition: the release of the hostages and the exclusion of Hamas from any role in governing Palestine. The living hostages were freed in October 2025. On October 3, 2025, unions held a general strike over Gaza and an aid flotilla, and hundreds of thousands marched.
