Does Spain vote with the US at the UN?
Spain votes as an EU and NATO member. It abstains with its EU partners on economic texts backed by the G77, the UN's caucus of developing countries, and voted no on the resolution backing the Treaty on the Prohibition of Nuclear Weapons. Foreign Minister José Manuel Albares presented Spain's Foreign Action Strategy 2025-2028 with three priorities: a more autonomous Europe, a committed Spain, and a Spain that builds peace and security. The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. Spain voted yes on 42 of the 43 votes where the United States was the only no.
US President Donald Trump said in June 2025 that Spain wanted "a little bit of a free ride" on NATO spending. The quarrel did not show in Spain's UN votes: In 2025 Spain was still the 39th closest of 190 members to the United States, at 22% against an average of 14%. In March 2026 Spain refused the United States use of its bases to strike Iran. On Western Sahara, Spain backs Morocco's autonomy plan as "the most serious, realistic and credible basis" for a settlement (Prime Minister Pedro Sánchez's March 2022 letter, confirmed in the joint declaration of April 7, 2022). Sánchez called a snap general election for November 29, 2026. Reuters reports that polls favor a People's Party-led government, possibly with the far-right Vox. A change of government could change Spain's line on Palestine.
Why did Spain recognize Palestine?
Spain says recognition contributes to peace. It voted yes on the October 27, 2023 Gaza truce resolution, when Germany, Italy and the United Kingdom abstained. Ireland's representative spoke for Belgium, Luxembourg, Slovenia, Spain and Ireland, condemning "the brutal terrorist attacks by Hamas." Spain recognized Palestine on May 28, 2024 with Ireland and Norway. Prime Minister Pedro Sánchez called it "a historic decision." Spain co-drafted the June 12, 2025 Gaza resolution with Palestine. Before that vote, Israel's ambassador Danny Danon asked Spain's ambassador Héctor Gómez, according to the Spanish news agency EFE: "You negotiated this resolution. Was it really so hard to condemn Hamas?"
On September 8, 2025, Prime Minister Pedro Sánchez announced measures "to stop the genocide in Gaza" (his word), including a decree-law making binding an arms embargo on Israel that Spain says it had applied in practice since October 2023. Congress approved it 178-169 on October 8, 2025. On September 8, Israel's Foreign Minister Gideon Sa'ar accused the government of a "continuous anti-Israel and antisemitic campaign" (AFP). He barred two Spanish ministers from entering Israel. In December 2025 Spain abstained on the resolution backing the work of the UN Special Committee to Investigate Israeli Practices.
