How does Germany vote on Israel and Gaza?

Germany abstained on Gaza texts in October and December 2023 and on Palestine's UN membership bid in May 2024, and has voted yes on Gaza ceasefire texts since December 2024. Chancellor Angela Merkel told the Knesset in 2008 that Israel's security is part of Germany's "Staatsräson" (reason of state). In October 2023 Antje Leendertse, then Germany's UN ambassador, said the text "falls short of explicitly condemning the terrorist attacks by Hamas". In May 2024 Thomas Zahneisen, who was standing in for the ambassador, said the vote "will not be able to create a viable Palestinian State".

On December 11, 2024 Germany voted yes. Leendertse said: "We call for an immediate ceasefire in Gaza and the unconditional release of all hostages." The Merz government, in office from May 6, 2025, kept voting yes. On June 12, 2025 Zahneisen said: "Israel has every right to defend itself against attacks, within the limits of international law."

Germany voted yes on the New York Declaration, a September 2025 Assembly text backing a two-state solution, but did not recognize Palestine. Foreign Minister Johann Wadephul said recognition "comes more at the end of the process. But this process must begin now." In December 2025 Germany abstained on the yearly resolution on UNRWA, the UN agency for Palestine refugees, that it had backed in 2023.

Why did Germany lose its bid for a Security Council seat?

Germany ran for one of two Western seats on the Security Council for 2027-2028 and lost. On June 3, 2026 Portugal won 134 votes and Austria won 131. Germany got 104, short of the 127 needed. Foreign Minister Johann Wadephul called it "a bitter defeat" and suggested that Germany's support for Ukraine and its "special responsibility for Israel" may have cost votes.

Germany's former foreign minister Annalena Baerbock was elected President of the General Assembly in June 2025, for the year that ended in September 2026, by 167 votes after Russia demanded a secret ballot.
