Who does Sudan vote with at the UN?
Sudan's UN seat is held by the army-led government of General Abdel Fattah al-Burhan. The Rapid Support Forces (RSF), fighting the army since April 2023, named a rival government in July 2025. The Security Council rejected the parallel authority, and no state has formally recognized it. Sudan sits in the African Group, the Arab Group, the Organisation of Islamic Cooperation and the Group of 77 (G77), the UN's caucus of developing countries. The African Union suspended Sudan after the October 2021 military takeover, though this does not affect its UN seat. Foreign Minister Mohieldin Salim Ahmed Ibrahim told the General Assembly in September 2026 that Sudan maintains "categorical rejection of any attempt to impose solutions, dictates or external agendas upon our people."
The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. Sudan was in the minority four times, voting no alongside Russia and others on the February 2025 Ukraine text as amended, the Council of Europe resolution and the resolution on Ukrainian children. Sudan parted from Russia on human rights in Syria and the Treaty on the Prohibition of Nuclear Weapons, voting yes where Russia voted no. Its 73% agreement with the United Kingdom was its highest since 1991. Since 2024 Sudan has voted no on the yearly resolution on human rights in Iran.
Why did Sudan vote against the Ukraine resolutions in 2025?
Sudan gave no public reason for the change. It abstained on every Ukraine resolution from 2022 to February 2023. On February 24, 2025 it voted no on Ukraine's text and on the United States text as amended. On December 3, 2025 it voted no on the resolution on Ukrainian children. It voted no again on February 24, 2026, on a resolution that passed 107 votes to 12, with 51 abstentions. Sudan did not speak at the 2025 meetings.
Sudan has not linked its votes to its relations with Russia. On Ukraine's February 2025 text, the United States also voted no. Sudan had voted no on the 2014 Crimea resolution. Russia alone vetoed a British and Sierra Leonean Security Council draft on November 18, 2024 that called on the warring parties to cease hostilities and protect civilians. Russia said the draft undermined Sudan's sovereignty. In February 2025, Ali Youssef, then foreign minister, said of a Russian naval base at Port Sudan: "We are in complete agreement on this matter, and there are no obstacles whatsoever." The deal still needed ratification. In 2024, assistant army commander Yasser al-Atta said the army expected "vital weapons and munitions" from Russia in return for a Red Sea "fueling station."

What has the UN done about the war in Sudan?
The Security Council and the Human Rights Council have acted on the war in Sudan. The Human Rights Council set up a fact-finding mission in October 2023 and renewed it yearly through 2026. At Sudan's request, the Security Council ended the UN political mission UNITAMS in December 2023.
The war between the Sudanese Armed Forces and the Rapid Support Forces began on April 15, 2023. The United States determined in January 2025 that the RSF committed genocide. The RSF rejected the finding. The United States also determined that the army used chemical weapons. The army-led government called the finding "baseless accusations" and "political blackmail."
General Abdel Fattah al-Burhan said in March 2026: "There will be no truce, ceasefire or reconciliation with them before they surrender." RSF leader Mohamed Hamdan Dagalo, known as Hemedti, said in May 2026: "If they want it to go on for 40 years, it will continue until they are uprooted."
In September 2025 the Quad (the United States, Saudi Arabia, the United Arab Emirates and Egypt) proposed a three-month humanitarian truce. The army rejected the plan. As of October 2026 no truce is in force. The army-led government accuses the United Arab Emirates of arming the RSF, which the United Arab Emirates denies. It took the United Arab Emirates to the International Court of Justice for complicity in genocide, but the Court found it lacked jurisdiction and removed the case.
