Does Indonesia vote with China or the US at the UN?
Indonesia votes with the developing-country majority. It belongs to the Group of 77 (G77), the UN's caucus of developing countries, the Non-Aligned Movement (which it co-founded in 1961), the Organisation of Islamic Cooperation and ASEAN. Its doctrine is "bebas aktif" (free and active). Indonesia became a full member of BRICS, a group of large emerging economies, on January 6, 2025. Sugiono, then foreign minister, said that "Indonesia's BRICS membership reflects Indonesia's free and active foreign policy." Seven weeks after joining, it voted yes on the February 2025 resolution on peace in Ukraine while China, India and Brazil abstained. Its rank for agreement with China slipped from 25th in 2024 to 40th in 2025, though the share itself rose from 86% to 93%.
The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. Indonesia parts from China and Russia on nuclear weapons. It voted yes on the 2025 resolution backing the Treaty on the Prohibition of Nuclear Weapons while China, Russia and India voted no. It votes no on the resolution on human rights in Iran. Indonesia's Foreign Ministry has called country-specific human rights scrutiny "politicised" and "selective," as it did in a 2022 vote on China's Xinjiang region. It abstained on the Syria human rights resolution in 2019, 2022, 2023 and 2024 and voted yes in 2025, after the Assad government fell. No Indonesian statement explaining the switch has been found.
How does Indonesia vote on Ukraine and Palestine?
Indonesia voted yes on five resolutions condemning Russia's invasion in the Assembly's emergency session on Ukraine. In February 2023 its representative said Indonesia voted to uphold the United Nations Charter and international law. It abstained on suspending Russia from the Human Rights Council in April 2022. Arrmanatha Nasir, then UN ambassador (now foreign minister), said excluding Russia could undermine the objectivity of independent investigations. It abstained on December 2025 resolutions on Ukrainian children and on human rights in occupied Ukraine. On February 24, 2026, it abstained on "Support for lasting peace in Ukraine." Its foreign ministry later said the drafting had not been as inclusive as Indonesia expected.
Indonesia has no diplomatic relations with Israel and voted yes on every Gaza and Palestine text. President Prabowo Subianto (in office since October 20, 2024) said at the UN conference on a two-state solution on September 22, 2025 that once Israel recognizes Palestine, "Indonesia will immediately recognize the state of Israel." The next day he told the General Assembly, "Indonesia is prepared to deploy 20,000 or even more of our sons and daughters to secure peace in Gaza or elsewhere." Indonesia pledged up to 8,000 troops to the Gaza stabilization force on February 19, 2026. President Prabowo postponed the deployment indefinitely on March 17, 2026, citing regional escalation. No deployment has been reported since.
