Who does Morocco vote with at the UN?
Morocco belongs to the African Group, the Arab Group, the Organisation of Islamic Cooperation and the G77, the UN's developing-country caucus. It joined the African Union in January 2017. In 1984 it had left the AU's predecessor, the Organisation of African Unity, after that body admitted the Sahrawi Arab Democratic Republic (SADR), the state proclaimed by the Polisario Front. Algeria, which has had no diplomatic relations with Morocco since August 2021, agreed with Morocco on 98% of recorded votes in 2025. King Mohammed VI said in 2022: "The Sahara issue is the prism through which Morocco views its international environment" (AFP translation).
The United States voted no on 174 of 192 recorded votes in 2025, so the average member's agreement with it fell from 46% in 2024 to 14%. Several of Morocco's exceptions line up with the Western Sahara dispute. It abstained on the resolution on human rights in Iran in 2019 but voted yes in 2022, 2024 and 2025. Morocco cut ties with Iran in 2018, accusing it of arming the Polisario Front (the movement seeking Western Sahara's independence) through Hezbollah. Iran and Hezbollah denied it. In 2025 it abstained on the Cuba embargo resolution, the only African or Arab state among the 12 abstainers. Moroccan press noted that Cuba recognizes the SADR. Syria closed the Polisario's offices in Damascus in May 2025 and Morocco reopened its embassy there in July. Normalizing ties with Israel, announced on December 10, 2020, did not change its Palestine votes.
Why does Morocco stay away from votes on Ukraine?
Morocco stays away from most Ukraine votes because it says it does not take part in the conflict. It did not vote on the first resolution after Russia's full-scale invasion, on March 2, 2022. Morocco's foreign ministry said that day that its non-participation "cannot be the subject of any interpretation." In 2023 Foreign Minister Nasser Bourita said Morocco abstains unless a resolution deals with UN Charter principles. He added that Morocco "has never participated and will never participate under whatever form in this conflict." That fits its yes votes on the October 2022 territorial integrity resolution and the February 2023 Charter principles resolution, though not its absence on the February 2025 resolution, which also invokes Charter principles.
In February 2025 Morocco did not vote on Ukraine's text but voted yes on the United States' text after European amendments added support for Ukraine's territorial integrity. It did not vote on the December 2025 resolution on Ukrainian children. Morocco did not speak in the February 2025 debate, and no public explanation for these votes has been found.

Does the UN vote on Western Sahara?
The General Assembly has adopted its Western Sahara resolution without a vote in recent years. The UN lists Western Sahara as a non-self-governing territory. Morocco, which controls most of the territory, considers it part of the kingdom. The Polisario Front, backed by Algeria, seeks a referendum including the option of independence. Security Council resolution 2797, adopted on October 31, 2025, calls for talks "taking as basis Morocco's Autonomy Proposal" toward "a final and mutually acceptable political solution that provides for the self-determination of the people of Western Sahara." The United States announced its recognition of Moroccan sovereignty on December 10, 2020. France backed it in July 2024. The SADR is a member of the African Union, recognized by states including Algeria and South Africa.
Morocco's 2007 plan offers autonomy "within the framework of the Kingdom's sovereignty and national unity," with a referendum for the populations concerned. The Polisario Front's October 2025 proposal calls for "a free and fair referendum" with independence as an option. Morocco's ambassador Omar Hilale called resolution 2797 an "irreversible turning point." Algeria's ambassador Amar Bendjama called it "a missed opportunity" and said the final decision "must belong solely to the peoples still under colonial domination." The Polisario restated "the inalienable right to self-determination and independence" (as reported by Algeria's APS). The mandate of MINURSO, the UN referendum mission, runs to October 31, 2026.
