Does Iraq vote with Iran or the US at the UN?
Iraq votes with the Arab and developing-country majority. In 2025 it agreed with Iran on 95% of recorded votes, Saudi Arabia on 97% and the United States on 7%, against an average of 14% for all members. Its agreement with the United Kingdom, 75%, was its highest since 1991, though still below the 79% average for all members. Iraq chaired the G77, the UN's caucus of developing countries, for the first time in 2025. Foreign Minister Fuad Hussein said Iraq and Iran "are not the same package." Prime Minister Ali al-Zaidi was nominated by the Coordination Framework, a governing coalition that includes parties close to Iran. He told the General Assembly in September 2026 that Iraq should be "a bridge for dialogue and cooperation" and that "the State alone holds decision-making power over war and peace."
The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. During the June 2025 Israel-Iran war, Iraq complained to the Security Council about Israel's use of its airspace. Armed groups aligned with Iran did not attack US sites during the war, partly because the government urged restraint, according to RUSI. Other changes not visible in the votes: a parliamentary election on November 11, 2025, parliament's approval of al-Zaidi's government on May 14, 2026, the closure of UNAMI, the UN's political mission in Iraq, on December 31, 2025 and the end of the US-led coalition mission in Iraq on September 30, 2026.
How does Iraq vote on Israel and Palestine, and on Iran?
Iraq usually votes yes on Gaza and Palestine resolutions and no on the yearly resolution on human rights in Iran. It voted yes on the Gaza ceasefire texts of December 2023 and June 2025. The June 2025 text also demanded the release of all hostages. Iraq's representative said, "The Israeli occupation has gone beyond all limits." Israel's ambassador, Danny Danon, called the June 2025 text "a farce." On September 12, 2025 Iraq did not vote on the New York Declaration on a two-state solution. Every other Arab state except Tunisia voted yes. Iraq gave no explanation. The Declaration, presented by France and Saudi Arabia, condemns Hamas's October 7 attack, calls for Hamas to give up power and its weapons and, as France presented it, for "normalization between Israel and Arab countries." Weeks later, Foreign Minister Fuad Hussein said Iraq is not in favor of "what is called the two-state solution" and that "Iraqi law prohibits participation in such discussions." Iraq's 2022 law makes any normal relations with Israel a crime.
Iraq voted no on the resolution on human rights in Iran in every year shown here: 2019, 2022, 2024 and 2025. It gave no public explanation in 2025. The resolution, drafted by Canada and adopted 78 votes to 27, with 64 abstentions, on December 18, 2025, sets out concerns about Iran's human rights record. Iran's government rejects it. Iraq was one of 27 no votes, with China, Russia and India.

How does Iraq vote on Ukraine?
Iraq abstained on the March 2022 resolution condemning Russia's invasion, on suspending Russia from the Human Rights Council and on all four 2025 Ukraine texts. It voted yes on three texts in 2022 and 2023, including the October 2022 resolution on territorial integrity. It had abstained on a similar territorial integrity text in 2014. The March 2022 resolution passed by 141 votes to 5, with 35 abstentions. Kuwait, Saudi Arabia, the United Arab Emirates, Qatar, Jordan and Egypt voted yes. Algeria abstained, as Iraq did. Ambassador Mohammed Hussein Bahr Aluloom, then Iraq's ambassador to the UN, said Iraq's stance was based on "our own historical experiences and suffering resulting from the continued wars that have been waged on generations of our peoples and because Iraq does not support war as a solution to crisis, as a matter of principle."
The three yes votes were on humanitarian consequences in March 2022, territorial integrity in October 2022 and a just and lasting peace in February 2023.
