Who does DR Congo vote with at the UN?
In 2025 the Democratic Republic of the Congo agreed with Bolivia, Malawi, Eswatini and Zambia on 100% of recorded votes, and with Rwanda on 98%, despite the conflict in eastern Congo that divides them. It did not vote on 53 of 192 recorded votes. No reason was reported. DR Congo was not on the 2025 list of members barred from voting for unpaid dues (that list names the Republic of the Congo, a different country). The average agreement with the United States for all members was 14% in 2025, and with China 87%.
The United States voted no on 174 of 192 recorded votes in 2025, so most members' agreement with it fell. DR Congo voted yes on the Ukraine texts of 2022 and 2023, on most of which China and India abstained. In 2025 it did not vote on two texts and abstained on a third, a United States text. It signed a peace agreement with Rwanda on June 27, 2025 and a strategic partnership with the United States on December 4, 2025. On the 43 votes of 2025 where only the United States voted no, DR Congo voted yes 35 times. It has sat on the Security Council since January 1, 2026.
How does DR Congo vote on Gaza and Palestine?
The Democratic Republic of the Congo voted yes on the Gaza resolutions of October and December 2023. It did not vote on Palestine's membership bid in May 2024 or the December 2024 ceasefire text. It missed 22 of 95 recorded votes that year, and no explanation has been found. DR Congo also abstained on Palestine's observer-state resolution in 2012, before President Félix Tshisekedi took office. In 2025 it abstained on the June ceasefire text, the New York Declaration on a two-state solution and six Palestine and Golan texts in December. We found no public reason given for these votes.
No source we found gives the reason for these votes. President Félix Tshisekedi visited Israel in October 2021 and met Prime Minister Benjamin Netanyahu at the General Assembly in September 2023. DR Congo voted yes on both 2023 Gaza texts after that meeting. Israel's President Isaac Herzog visited Kinshasa on November 11, 2025, and President Tshisekedi visited Israel again from August 31, 2026. In 2025 DR Congo agreed with Israel on 32%. The two governments said they would take steps toward moving DR Congo's embassy from Tel Aviv to Jerusalem, with no timetable. Herzog told President Tshisekedi: "We respect your support of Israel, Mr. President, in the international arena." AFP, in an analysis, linked President Tshisekedi's ties with Israel to his Christian faith and hope for United States support in the conflict with Rwanda. The Congolese government has not given a reason.

What has the UN done about the war in eastern Congo?
M23 rebels said they had taken Goma in January 2025. Security Council resolution 2773 (February 2025, unanimous) condemned the M23 offensive "with the support of Rwanda Defence Forces" and demanded that M23 withdraw from all areas it controls. The resolution condemned DR Congo's support for the FDLR, an armed group under UN sanctions whose leaders and members, the Security Council says, include perpetrators of the 1994 genocide against the Tutsi in Rwanda. A confidential 2025 report by UN experts, seen by Reuters, said Rwanda exercised "command and control" over M23. Rwanda denies helping M23 and says its forces act in self-defense.
President Félix Tshisekedi demanded at the General Assembly in September 2025: "The withdrawal of Rwandan troops, the end of their support to the M23." DR Congo's ambassador Zénon Mukongo Ngay told the Security Council that civilians are "paying a heavy price for this military adventure on Congolese territory." Rwanda's ambassador Ernest Rwamucyo said DR Congo "must be held accountable for its continued preservation of FDLR." A senior United Nations official said nearly 3,000 people were killed in the fighting for Goma.
DR Congo and M23 signed a peace framework in Doha in November 2025. The presidents of DR Congo and Rwanda signed the Washington Accords in December 2025. In September 2026 Security Council Report, an independent research group, said the Doha talks remained stalled and fighting had continued. The Security Council handles the conflict, and we found no recent General Assembly vote on it.
