How countries voted on Crimea at the UN in March 2014

On March 27, 2014, the General Assembly affirmed Ukraine's territorial integrity and said Crimea's referendum on joining Russia had "no validity," by 100 votes to 11 with 58 abstentions. The vote came nine days after Russia signed a treaty to annex Crimea. The resolution did not name Russia as responsible, and many countries abstained or stayed away.

How did the big powers vote?

What happened in Crimea before the vote?

On February 27, 2014, armed men in unmarked uniforms seized Crimea's parliament and government buildings in Simferopol. Russian President Vladimir Putin denied they were Russian troops until April 17, 2014, when he said "Our troops were there backing the Crimean self-defense forces, of course." A referendum was held on March 16. Crimea's authorities reported 96.77% in favor of joining Russia, with 83% turnout, not counting Sevastopol, which was tallied separately. A post by members of Putin's own human rights council later estimated turnout at 30-50% and support at 50-60%.

On March 18, Putin signed a treaty absorbing Crimea and Sevastopol. On March 15, Russia had vetoed a Security Council draft declaring the referendum invalid (13 in favor, China abstaining). The chart beside this section compares this vote with the 2022 votes on the war.

What did Russia and Ukraine argue?

Russia's ambassador Vitaly Churkin called the draft "confrontational in nature." Russia argued that Crimea's people had exercised self-determination after an "armed coup" in Kyiv, and cited the 1954 transfer of Crimea to Ukraine. Putin's March 18 speech also cited Kosovo's independence, though Churkin did not raise Kosovo in the Assembly debate.

Ukraine's acting foreign minister Andrii Deshchytsia introduced the text. Ukraine and its supporters said annexation by force broke the UN Charter and the 1994 Budapest Memorandum, in which Russia promised to respect Ukraine's borders. US ambassador Samantha Power said "borders are not mere suggestions." After the vote, Churkin said Russia had "won a moral and a political victory" and "Russia is not isolated."

Why did so many countries abstain?

China's ambassador Liu Jieyi said a vote "will only further complicate the situation." India did not speak. Three weeks earlier, on March 6, India's national security adviser Shivshankar Menon had said the issues should be settled peacefully and that there were "legitimate Russian and other interests involved." Argentina said the text relied on an interpretation of Ukrainian law not "coherent with the principle of non-interference."

Reuters reported that UN diplomats said Russia had warned Moldova, Kyrgyzstan, Tajikistan and several African states of retaliation. Moldova voted yes anyway. Kyrgyzstan and Tajikistan did not vote. Russia's mission said "We never threaten anyone." Israel did not vote. Its foreign ministry was on strike, though analysts saw political caution too.

As of October 2026, only Russia and a handful of allies such as North Korea and Nicaragua recognize Crimea as Russian. A leaked US peace plan of November 2025 proposed recognizing Crimea as Russian "de facto."

How did each region vote?

Europe voted yes almost as one, with 42 yes votes, 3 no and none abstaining. Africa had more abstentions than yes votes (27 to 19), and in the Middle East six of 14 countries did not vote.

What did the resolution say?

  • The preamble recalls the UN Charter's ban on the use of force and the 1994 Budapest Memorandum, in which Russia, the United States and the United Kingdom pledged to respect Ukraine's borders when Ukraine gave up its nuclear weapons. It notes that the referendum "was not authorized by Ukraine."
  • It affirms Ukraine's territorial integrity "within its internationally recognized borders."
  • It calls on all states to stop "any attempts to modify Ukraine's borders through the threat or use of force or other unlawful means."
  • It urges all parties to pursue dialogue and avoid "unilateral actions and inflammatory rhetoric."
  • It says the referendum, "having no validity, cannot form the basis for any alteration of the status" of Crimea or Sevastopol (a city on the peninsula that has its own separate status).
  • It calls on states not to recognize any change in Crimea's status. The text never blames Russia (it names Russia only as a party to a 1997 treaty with Ukraine) and never uses the words "annexation" or "occupation."
