Colombia hosts more refugees than any other country, with 2,812,242 at the end of 2025. Nearly all are Venezuelans. Germany is second with 2,655,191 and Turkey third with 2,390,414. The largest countries of origin are Venezuela, Ukraine and Syria. In total, 35.6 million people were refugees or in need of international protection, not counting Palestine refugees registered with UNRWA.

Why they rank where they do

Colombia

President Iván Duque announced a Temporary Protection Statute for Venezuelans on February 8, 2021, with the UN refugee chief Filippo Grandi at his side. It gives a 10-year permit, valid until May 30, 2031. Colombia has issued 2,320,356 permits.
Germany

Of the refugees in Germany at the end of 2025, 1,173,192 were Ukrainian, 668,647 Syrian and 288,286 Afghan. On August 31, 2015, Chancellor Angela Merkel said "Wir schaffen das" ("We can do this"). About 890,000 asylum seekers arrived in Germany that year. In 2025 Friedrich Merz's government ordered police to turn people back at the border, including asylum seekers, and suspended family reunification for two years for people with subsidiary protection.
Turkey

Turkey counted 2,231,839 Syrians under temporary protection on August 6, 2026. Turkey's Interior Ministry says 700,120 Syrians went home voluntarily between Bashar al-Assad's fall on December 8, 2024 and June 27, 2026.
Uganda

Most refugees in Uganda come from South Sudan and DR Congo. Under Uganda's 2006 Refugees Act, refugees may work, move freely and receive a plot of land of about 30 by 30 meters. UNHCR's funding in Uganda fell from about $240 million to about $100 million. On February 5, 2026, Uganda stopped automatically recognizing new arrivals from South Sudan, Sudan and DR Congo as refugees.
Iran

Almost 1.9 million Afghans returned from Iran in 2025, about 1.8 million of them deported. Deportations surged after the Israel-Iran war of June 13 to 24, 2025, amid accusations that Afghans had spied for Israel.
Chad

Of Chad's refugees, 89% are Sudanese. Many fled the war that began in Sudan in April 2023, and others fled earlier fighting in Darfur. More than 280,000 Sudanese live in informal sites around the border town of Adré.
Pakistan

Pakistan's government ordered undocumented foreigners to leave by November 1, 2023. It later extended the order to Afghans with other papers. From September 15, 2023 to September 12, 2026, 2,719,148 Afghans returned from Pakistan, 273,785 of them deported.
Bangladesh

About 750,000 Rohingya fled a Myanmar military crackdown in Rakhine State in August 2017. Bangladesh hosts them in 33 camps in Cox's Bazar and on the island of Bhasan Char. UNHCR calls Kutupalong, with more than 800,000 people, the world's largest refugee camp.
Poland

Nearly all of Poland's refugees are Ukrainian. The EU's temporary protection for people fleeing Ukraine began on March 4, 2022. On July 15, 2026, EU countries extended it to March 4, 2028.
United States

President Trump suspended refugee admissions on January 20, 2025. The ceiling for the 2026 fiscal year was set at 7,500, the lowest since the program began in 1980. It was raised to 17,500 in May 2026, mostly for white South Africans.
Russia

UNHCR counted about 1.2 million Ukrainians in Russia as people in a refugee-like situation until 2023. Russia never updated that figure after June 2023, so UNHCR stopped including it from the end of 2024. The roughly 11,800 counted now have formal refugee or temporary asylum status in Russia.
China

Until 2021, UNHCR counted about 303,000 refugees from Vietnam in China, mostly ethnic Chinese who fled Vietnam in 1978 and 1979. UNHCR removed them from its statistics in 2022. UNHCR describes them as locally integrated, with the same rights as Chinese citizens.

Where do most refugees come from?

Venezuela is the largest country of origin, with 6,459,716 people abroad counted by UNHCR. Counting all migrants, about 7.9 million Venezuelans live outside the country. No large return has followed the capture of Nicolás Maduro on January 3, 2026. In a UNHCR survey in early 2026, 9% of displaced Venezuelans said they might go back within a year, and almost two-thirds had no plans to return.

Ukraine is the second-largest origin with 5,224,131, and Syria is third with 4,865,764. About 1.3 million Syrian refugees returned home in 2025. Afghanistan has 3,702,518 refugees abroad and Sudan 2,820,737. The war between Sudan's army and the Rapid Support Forces began on April 15, 2023, and UNHCR calls Sudan's displacement the world's largest. Venezuela also has the highest share of its people living abroad as refugees, 18.5%, followed by South Sudan with 16.4% and Syria with 16.0%.

Which countries host the most refugees per person?

Lebanon has the most refugees per 1,000 residents in this ranking, at 91.5. Lebanon's government long estimated that 1.5 million Syrians lived in the country. After more than 379,000 went home in 2025, the UN estimated that about 1 million remained. Libya is second at 74.1, and almost all of its refugees are Sudanese: 551,727 of 552,523. Chad is third at 71.5.

Mauritania hosts 300,192 refugees from Mali, about 120,000 of them in the Mbera camp. Moldova and Czechia rank high because they host large numbers of Ukrainians. 99.7% of Moldova's refugees are Ukrainian. Czechia has the EU's highest number of people under temporary protection for Ukrainians per person: 36.2 per 1,000 residents.

How many refugees are there in the world?

UNHCR counted 117.8 million forcibly displaced people at the end of 2025, down from 122 million a year earlier, the first fall in a decade. That is about 1 in 70 people worldwide. They include 41.6 million refugees and others in need of international protection, 68.7 million people displaced inside their own countries and 9.0 million asylum seekers.

The world total in this ranking has more than doubled since the end of 2015, when it was 16,110,276. A record 14.7 million displaced people went home in 2025: 4.4 million refugees and 10.3 million internally displaced people.

What is the difference between a refugee and an asylum seeker?

The 1951 Refugee Convention defines a refugee as a person outside their country because of a well-founded fear of persecution. 146 countries are parties. India, Pakistan, Bangladesh, Jordan, Lebanon, Malaysia, Indonesia, Saudi Arabia and Iraq are not.

An asylum seeker has applied for protection but has not received a decision. The United States had 3,718,945 asylum seekers at the end of 2025, the most of any country. This ranking also counts people UNHCR calls "in need of international protection," a category used mainly for Venezuelans in Latin America who have not been formally recognized as refugees. About 5.96 million Palestine refugees are registered with UNRWA, a separate UN agency, and are not included in this ranking. That is why Palestinians are not ranked by country of origin here.

About the data

These figures come from the UNHCR Refugee Population Statistics Database for the end of 2025. The count includes refugees and people UNHCR classifies as in need of international protection. Asylum seekers, people displaced inside their own countries and Palestine refugees registered with UNRWA are not counted. Per 1,000 residents and the share of each country's people who have fled abroad use UN population estimates for 2025. The share who fled is refugees abroad divided by the country's residents plus refugees abroad. Sahrawi refugees from Western Sahara and territories such as Aruba are not ranked. The ranking covers 188 countries.
